Abstract This article analyzes how the Partido Republicano Rio-Grandense (PRR), founded on February 23, 1882, politically instrumentalized the deleterious and negligent penal-prison population in the Rio Grande do Sulfrom 1884 to 1889, according to the pages of the newspaper A Federação, against the Imperial State. It seeks to elucidate how province penitentiary management incited attacks, not only tocrown representatives but also on the monarchic regime itself, based on reports, denunciations, complaints, memoranda, testimonies from different institutions and individuals about hygienic, security conditions, administration, order and morality experienced by theRio Grande do Sul prisons. Through an exhaustive search of these written texts, some transcribed from provincial and publican newspapers from PRR’s official organ, it was possible to notice how PRR leaders skillfully built a critical discourse rather than attention received or not from the provincial executive’s responsible authorities.

Resumo O presente artigo analisa como o Partido Republicano Rio-Grandense (PRR), fundado em 23 de fevereiro de 1882, instrumentalizou politicamente as mazelas e negligências penal-carcerárias no Rio Grande do Sul, entre 1884 e 1889, a partir das páginas do jornal A Federação, contra o Estado imperial. Busca-seesclarecer como a gestão penitenciária da província alimentou ataques não somente aos representantes da coroa, como também ao próprio regime monárquico,a partir derelatórios, denúncias, queixas, memorandos, testemunhos de diferentes instituições e indivíduos acerca das condições higiênicas, de segurança, administração, ordem e moralidade vivenciadas pelasprisões sul-rio-grandenses ou em torno delas. Através de um levantamento exaustivo desses testemunhos, alguns dos quais transcritos de outros jornais interioranos e publicanos no órgão oficial da legenda, foi possível perceber como as lideranças do PRR construíram habilmente um discurso propositivo crítico sobre esse ramo da administração da justiça, em detrimento das (des)atenções recebidas das autoridades responsáveis do executivo provincial.

Abstract This article addresses the civil-military relations during the last decade of the Brazilian Empire, precisely the so-called “military question”. In the historiography, the topic is understood as a turning point that eroded such relations, and approached as fundamentally corporative, or as an ominous sign of the growing incompatibility, since the Paraguayan War, between the officers, who inculcated modernizing expectations, and the monarchy’s political elite, represented as the bulwark of an archaic social order grounded in slavery. However, exploring the primary sources – particularly official documents, newspapers, and correspondence –, I intend to argue that the military question can only be understood bearing in mind the Empire’s complex institutional framework and the party dispute dynamics.

Resumo Este artigo tem como tema as relações entre civis e militares na década final do Império do Brasil, especificamente a chamada “questão militar”, geralmente compreendida como um ponto de inflexão que teria esgarçado decisivamente tais relações. A questão é abordada, na historiografia, ou bem como fundamentalmente corporativa, ou como um ominoso sinal da incompatibilidade entre os of iciais imbuídos de aspirações modernizadoras e a elite política da monarquia arcaica e escravista, antagonismo que começara a se aprofundar durante a Guerra do Paraguai. Contudo, explorando as fontes primárias – em especial, a documentação institucional, imprensa e correspondência –, pretende-se argumentar que a questão militar só pode ser compreendida tendo em vista o complexo edifício institucional e a dinâmica da disputa par tidária no Império, que esteve em seu âmago.

Abstract In this article, we seek to understand how Museu Paulista established an area of botanic st udy and research f rom 1895 to 1927. The focus is on the constitution of the Botany Section and highlights personal and institutional network relationships for garden collection formation and maintenance. The analysis was made on institutional history and scientific practices and allowed a look at the museum’s daily work, particularly botanic practices. The study resizes the space dedicated to botany at the Museu Paulista. It shows how, over the years, various actions have sometimes promoted and sometimes suppressed the studies of flora in an institution undergoing transformations and redefining its purposes.

Resumo Neste artigo, buscamos compreender como a botânica se estabeleceu enquanto área de estudo e pesquisa no Museu Paulista entre os anos de 1895 e 1927. O foco recai na constituição da Seção de Botânica, evidenciando as redes de relações pessoais e institucionais para a formação das coleções e manutenção do horto. A análise transitou entre a história institucional e as práticas científicas, e possibilitou um olhar para o cotidiano dos trabalhos no Museu e, em especial, para as práticas de botânica. O estudo redimensiona o espaço dedicado à botânica no Museu Paulista e mostra como, ao longo dos anos, diversas ações ora impulsionaram, ora refrearam os estudos da flora, em uma instituição que também passava por transformações e redefinia suas finalidades.

Abstract Much is said about 1968, “the year that did not end.” Youth rebellion in the whole world – and Brazil as well – paradigms being broken, repulsion to old values, and of course, intensification of the student movement, mainly in universities. But what about before 1968? Did the “awakened” students in 1968 spend the first half of the 1960s asleep? This article aims to analyze the political organization of university students, specifically from São Paulo city, on the famous Maria Antonia Street, where the Faculdade de Filosofia, Ciências e Letras (FFCL) of the Universidade de São Paulo (USP) was located from 1964 to 1967. Data used in this article are the result of a Ph.D. research still in progress, aiming to write a historical biography of Iara Iavelberg (1944-1971), militant of revolutionary organizations against the civil-military dictatorship.

Resumo Muito se fala sobre 1968, “o ano que não terminou”. Revolta da juventude no mundo como um todo – e no Brasil também –, quebra de paradigmas, repulsa a velhos valores e, claro, intensificação do movimento estudantil, principalmente universitário. Mas, e antes de 1968? Os estudantes, que, antes deste ano, haviam “despertado”, passaram a primeira metade da década de 1960 adormecidos? Assim, este trabalho tem por objetivo analisar a organização política dos estudantes do ensino superior, especificamente da cidade de São Paulo, na famosa rua Maria Antônia, onde ficava a Faculdade de Filosofia, Ciências e Letras (FFCL) da Universidade de São Paulo (USP), entre 1964 e 1967. Os dados para a realização deste estudo são frutos de pesquisa de doutorado ainda em andamento, cujo objetivo é constituir uma biografia histórica de Iara Iavelberg (1944-1971), militante das organizações revolucionárias contra a ditadura civil-militar.

Abstract Located in the port area of Rio de Janeiro, the Morro da Providência plays a central role in the usual analyses of the development of the favelas in the city. Generally associated with the arrival of troops returning from the Canudos War in the mid-1890s, the formation of the community that settled there has often been taken as the starting point of the phenomenon that would come to define the stigmas that have marked this type of informal housing in the city’s hills ever since. Since they are thought primarily from the perspective of the State, however, these analyses leave aside the experience of other groups involved in this history, such as the low-income workers who began to see that hill as an alternative for a home from the second half of the 19th century on. By following their experience, this article intends to bring new elements to think about the process of social construction of that space throughout that period.

Resumo Localizado na região portuária do Rio de Janeiro, o Morro da Providência tem papel central nas análises habituais sobre a formação das favelas na cidade. Associada em geral à chegada das tropas que voltavam da Guerra de Canudos, em meados da década de 1890, a formação da comunidade ali instalada foi muitas vezes tomada como ponto de início do fenômeno que viria a definir os estigmas que marcam, desde então, esse tipo de moradia informal nos morros da cidade. Por serem pensadas prioritariamente a partir da perspectiva do Estado, no entanto, tais análises deixaram de lado a experiência de outros sujeitos envolvidos nesta história, como os trabalhadores de baixa renda que passaram a ver naquele morro uma alternativa de moradia a partir da segunda metade do século XIX. Ao acompanhar sua experiência, este artigo pretende trazer novos elementos para pensar o processo de construção social daquele espaço ao longo daquele período.

Abstract The observation of the abundance of Saint Anne’s sculpted imagery in Minas Gerais dated between the 18th and 19th centuries instigated the research from which this article results and whose initial aim was to identify the agents and the reasons for the wide diffusion of this devotion in Minas Gerais. Departing from an art history perspective, a group of approximately 200 images was analyzed in terms of its craftsmanship, typology, and iconography, and the results of this analysis were confronted with data from different areas of knowledge. Against the dominant patriarchal backdrop, it was observed that the representations of Saint Anne became a symbolic model of femininity for a bourgeoisie that wished to build its image and legitimacy. This model, however, ended up crossing in depth the different social strata, which appropriated it differently.

Resumo A observação da abundância de imagens esculpidas de Santa Ana em Minas Gerais datadas entre os séculos XVIII e XIX instigou a pesquisa da qual este artigo resulta e cujo objetivo inicial era identificar os agentes e os motivos da ampla difusão dessa devoção em terras mineiras. Partindo de uma perspectiva da História da Arte, um grupo de aproximadamente 200 imagens foi analisado em termos de fatura, tipologia e iconografia, e os resultados dessa análise foram confrontados com dados provenientes de diferentes áreas do conhecimento. Contra o pano de fundo patriarcal dominante, observou-se que as representações de Santa Ana se tornaram um modelo simbólico de feminilidade para uma burguesia que desejava construir sua imagem e legitimidade. Esse modelo, contudo, acabou por percorrer em profundidade os diferentes extratos sociais, que dele se apropriaram diferentemente.

Abstract The monumental Achaemenid inscription at mount Behistun (Bisitun), in the Iranian province of Kermanshah (western Iran), reports the official version of Darius’ accession to power in Ancient Persia. Written in three languages and scripts (Old Persian, Elamite, and Akkadian), this invaluable historical document was vital to the decipherment of the cuneiform script in the 19th century. It also enabled the reconstruction of the Achaemenid Empire’s history, previously known to us mainly through the accounts of Greek and biblical sources. Due to the importance and uniqueness of the Behistun Inscription, we propose the translation of the Old Persian text directly to the Portuguese language, providing wider access to the document for specialized and non-specialized audiences. Historical commentaries approaching the most important debates associated with the inscription also follow the text.

Resumo A inscrição monumental Aquemênida no monte Behistun (Bisitun), na província iraniana do Kermanshah (oeste do Irã), narra a versão oficial da ascensão de Dario ao poder na Pérsia Antiga. Em três línguas e grafias (persa antigo, elamita e acadiano), este inestimável documento histórico foi essencial para a decifração do cuneiforme no século XIX. Ele também se prestou à reconstrução da história do Império Aquemênida, anteriormente conhecida mormente graças aos relatos das fontes gregas e bíblicas. Devido à relevância e singularidade da Inscrição de Behistun, propõe-se uma tradução direta do persa antigo para o português, ampliando o acesso do público leigo e especializado ao documento. Comentários históricos abordando as principais discussões relativas à inscrição acompanham o texto.

Abstract This article analyses the discussions on the possibilities of applying the principles of Public Administrative reform studied at the Metropolis to the overseas territories. This analysis begins in the 1950s, focusing on the logics of economic planning and ends in 1967, when the Secretariat for Administrative Reform is created, the first body responsible for coordinating the reform. Being an innovative study on a topic not yet analysed by historiography, the investigation relied on extensive archive documentation. These are kept, mostly, by the Ministry of Finance and the Ministry of the Environment, which keep, respectively, the archives of the organizations responsible for studying the administrative reform and the archive of the economic planning. The article also uses a wide variety of printed sources published by the analyzed bodies.

Resumo Este artigo examina as reflexões sobre as possibilidades de aplicação no Ultramar dos princípios de reforma da Administração Pública estudados na Metrópole. A análise se inicia na década de 1950, abordando as lógicas de planificação económica e termina em 1967, ano em que é criado o Secretariado da Reforma Administrativa, o primeiro órgão central coordenador da reforma. Tratando-se de um estudo inovador de uma temática ainda pouco abordada pela historiografia, a investigação recorreu a uma vasta lista de fontes arquivísticas. Estas são oriundas, sobretudo, dos Ministérios das Finanças e Ambiente, que guardam, respetivamente, a documentação produzida pelos órgãos de estudo da reforma administrativa e o arquivo do planeamento económico. Recorre, também, a uma variedade de fontes impressas publicadas pelos organismos em análise.

Abstract In this article we aim to revisit a key moment in the epistolary dialogue of the Uruguayan thinker José Enrique Rodó (1871-1917): the interregnum 1895-1897, a period in which the work of the then young writer was turned to the editorial project of the Revista Nacional de Literatura y Ciencias Sociales. By placing Rodó at the epicenter of the relationship web built around the missives and the Revista Nacional, we will analyze how the correspondences received by him, kept in his Archive, can be read as legitimizers of his trajectory in the pedagogical exercise of literary criticism, and at the same time, they reveal his performance as an intellectual power for authors from different parts of the continent, interested in sharing ideas and projects in favor of the production of knowledge about Latin America at that time.

Resumo Neste texto temos como objetivo revisitar um momento chave do diálogo epistolar do pensador uruguaio José Enrique Rodó (1871-1917): o interregno 1895-1897, período em que a atuação do então jovem escritor estava voltada ao projeto editorial da Revista Nacional de Literatura y Ciencias Sociales. Localizando Rodó no epicentro da teia de relacionamento construída em torno das cartas e da Revista Nacional, analisaremos como as correspondências recebidas por ele, conservadas em seu Arquivo, podem ser lidas como legitimadoras de sua trajetória no exercício pedagógico da crítica literária, ao mesmo tempo em que denunciam sua atuação como uma potência intelectual para autores de diversas partes do continente, interessados em compartilhar ideias e projetos em prol da produção do conhecimento sobre a América Latina naquele momento.

Abstract In the mid-eighteenth century, the Luso-Brazilian expansion affected the Jê peoples who lived in the backlands of Goiás and Piauí. To try to contain the indigenous warlike incursions, the Portuguese Crown hired Antônio Pires de Campos and Antônio Gomes Leite, aiming at the practice of war, as well as its pacts and the creation of villages from the private initiative, that is, from the sertanistas themselves. Thus, based on evidence from sources and specialized literature, we discuss the practices of these men and the indigenous soldiers who were led by them. We support the thesis that their actions, beyond seeking the promised favors, had a direct role in the genocide, in the conquest of territories, and in the management of indigenous work via administration; and indirect, in the expansion and consolidation of Portuguese boundaries from Goiás and Mato Grosso.

Resumo Em meados do século XVIII, a expansão dos luso-brasileiros afetou os povos Jê que viviam nos sertões de Goiás e do Piauí. Para tentar conter as incursões guerreiras indígenas, a Coroa portuguesa contratou Antônio Pires de Campos e Antônio Gomes Leite visando a prática de guerras, assim como seus pactos e a criação de aldeamentos a partir da iniciativa particular, ou seja, dos sertanistas. Dessa forma, a partir dos indícios das fontes e da literatura especializada, discutimos as práticas desses homens e dos soldados indígenas que capitaneavam. Sustentamos a tese de que suas ações, para além da busca das mercês prometidas, tiveram papel direto no genocídio, na conquista de territórios e na gestão do trabalho indígena via administração; e indireto, na expansão e na consolidação das fronteiras portuguesas a partir de Goiás e de Mato Grosso.

Abstract From the beginning of 1840 until 1854, the British government installed the vessel H.M.R.S. Crescent in the port of Rio de Janeiro to receive liberated Africans from slave ships and the crews of the same vessels until the judgment of the case by the Mixed Commission Court. The intention was that this vessel would serve, at the same time, as accommodation, hospital, and prison. With the British consular documentation on the slave trade, this article explores the importance of this ship in the “African immigration scheme” to the West Indian colonies, the benefits of this strategy for liberated Africans, and what it meant for British abolitionism. Likewise, it also assesses how the presence of the Crescent bothered the national authorities, who saw it as a violation of Brazilian sovereignty. Finally, it concludes that the British authorities, although motivated by an interest in transferring workers to the West Indies, were in fact concerned with the well-being of Africans.

Resumo Do início de 1840 até 1854 o governo britânico instalou a embarcação H.M.R.S. Crescent no porto do Rio de Janeiro para receber os africanos libertados dos navios negreiros e as tripulações destas embarcações até o julgamento do caso pelo Tribunal da Comissão Mista. A intenção era que essa embarcação servisse, ao mesmo tempo, como alojamento, hospital e prisão. Por meio da documentação consular britânica sobre o tráfico de escravos, este artigo explora a importância desse navio no “esquema de imigração africana” para as colônias das Índias Ocidentais, os benefícios dessa estratégia para os africanos libertados, e o que ela significou para o abolicionismo britânico. Da mesma forma, também avalia como a presença do Crescent incomodou as autoridades nacionais, que viram nele uma violação da soberania brasileira. Por último, conclui que as autoridades britânicas, ainda que motivadas pelo interesse da transferência de trabalhadores para as Índias Ocidentais, estavam de fato preocupadas com o bem-estar dos africanos.

Abstract Fortaleza is currently an Atlantic submarine cable hub, but the memories of this infrastructure’s presence in the city’s collective imaginary are yet to be safeguarded. When a submarine cable first landed on the shores of the capital of Ceará state in the early 1880s, electro-abolitionist and phantasmagorical narratives surfaced. By examining the political and familial ties of the British individual William John Ayres, superintendent of the Brazilian Submarine Telegraph Co., this article is grounded in both infrastructure studies and network archaeology to contribute to the previous research of historian Eduardo Silva. Silva’s work connects Brazilian abolitionism with the social, cultural, and political impacts of submarine cable technology’s arrival. The primary contribution of this article is to demonstrate that the political appropriation surrounding this infrastructure, as observed by Eduardo Silva in the context of the 1888 abolition process in Rio de Janeiro, was previously tested in the Ceará abolition of 1884.

Resumo Fortaleza é atualmente um hub de cabos submarinos do Atlântico, mas as memórias da presença dessa infraestrutura no imaginário da cidade ainda estão para ser salvaguardadas. Quando um cabo submarino ancorou pela primeira vez na costa da capital cearense, nos primeiros anos da década de 1880, narrativas eletroabolicionistas e fantasmagóricas vieram à superfície. Ao examinar os laços políticos e familiares do britânico William John Ayres, superintendente da Brazilian Submarine Telegraph Co., este artigo se fundamenta tanto nos estudos de infraestrutura quanto na arqueologia da rede para colaborar com estudos prévios do historiador Eduardo Silva que conectam o abolicionismo brasileiro com os efeitos sociais, culturais e políticos da chegada da tecnologia do cabo submarino. A principal colaboração do artigo é demonstrar que a apropriação política em torno dessa infraestrutura, constatada por Eduardo Silva no processo da abolição no Rio de Janeiro em 1888, foi previamente testada na abolição cearense de 1884.

Abstract In 1957, Hannah Arendt published the work Rahel Varnhagen, the life of a German Jew in the age of Romanticism. The book, almost all of it, was written in the early 1930s and only the preface dates from its publication. Based on this work, this article will seek to analyze Hannah Arendt’s contribution to the biographical narrative, the tension between History and the relationship between History and politics.

Resumo No ano de 1957, Hannah Arendt publicou a obra Rahel Varnhagen, a vida de uma judia alemã na época do Romantismo. O livro foi quase todo redigido no início da década de 1930, e somente o prefácio data de sua publicação. A partir desse trabalho, o presente artigo procurará fazer uma análise do contributo de Hannah Arendt para a narrativa biográfica, a tensão entre História e memória e a relação da História com a política.

Abstract This article aims to discuss the weekly column entitled “Persons, things and animals” of the Magazine O Cruzeiro, written by Gilberto Freyre and published between 1948 and 1967. Since Casa-Grande & Senzala (1933), Freyre achieved a prominent place in the Brazilian public life, with an extensive, but poorly studied participation in the press, whose scope may have had a decisive role in the propagation his interpretation of Brazil. The Magazine O Cruzeiro (Rio de Janeiro) was the main channel used by Freyre to reach large audiences, on a national scale, capable of routinizing a certain image of the nation, including the “racial democracy” idea.

Resumo O presente artigo pretende discutir a coluna semanal intitulada “Pessoas, coisas e animais”, escrita por Gilberto Freyre e publicada na revista O Cruzeiro entre 1948 e 1967. A partir de Casa-Grande & Senzala (1933), Freyre passou a ocupar um lugar de destaque na vida pública brasileira, com extensa, mas pouco estudada, participação na imprensa, cujo alcance pode ter exercido papel decisivo na difusão de sua interpretação do Brasil. A revista O Cruzeiro (Rio de Janeiro) foi o principal veículo utilizado por Freyre para alcançar grandes públicos, em escala nacional, e por onde foi capaz de rotinizar certa imagem do país, inclusive a tese da democracia racial.

Abstract The article examines the constitution of cardiology as a medical specialty in Brazil in the 1930s and 1940s. In the context of the implementation of the social protection system by the Getúlio Vargas administration, cardiovascular diseases gained visibility in the debate on the health and productivity of urban workers. Some physicians argued that the diagnosis, treatment, and prevention of these diseases required specialized knowledge and practices, such as electrocardiography. The dissemination of this technology in Brazil benefited from exchanges with US doctors, intensified at the time by the Good Neighbor Policy. We argue that the establishment of cardiology as a specialty resulted from the association between demands for the reproduction of the workforce, socio-professional interests in the medical field, and transnational networks of inter-American scientific cooperation.

Resumo O artigo examina a constituição da cardiologia como especialidade médica no Brasil nas décadas de 1930 e 1940. No contexto de implementação do sistema de proteção social pelo governo de Getúlio Vargas, as doenças cardiovasculares ganharam visibilidade no debate sobre a saúde e a produtividade dos trabalhadores urbanos. Alguns médicos defenderam que o diagnóstico, o tratamento e a prevenção dessas enfermidades requeriam conhecimentos e práticas especializados, como a eletrocardiografia. A disseminação dessa tecnologia no Brasil se beneficiou dos intercâmbios com médicos estadunidenses, intensificados na época pela Política da Boa Vizinhança. Argumentamos que o estabelecimento da cardiologia como especialidade resultou da associação entre demandas para a reprodução da força de trabalho, interesses socioprofissionais no campo médico e redes transnacionais de cooperação científica interamericana.
